FL CURED Team
FL CURED is housed with the Florida Center for Prevention Research (http://fcpr.fsu.edu) at the FSU Research Complex on Commonwealth Blvd. in Tallahassee. Through this cooperative arrangement, most of the FL CURED Team also works on various FCPR projects.
Dr. Mike Devine - Executive Director
In addition to serving as Executive Director of FL CURED, Dr. Devine is Executive Director of the non-profit MDS Research Foundation and its affiliate, the SynCure Cancer Research Foundation, a position he has held since July 2000. He also is currently an associate in the Office of Intellectual Property Development and Commercialization at Florida State University (FSU). Previously, from 1995-2000, he served as Vice Chancellor for Research at The University of Tennessee, Knoxville.
Dr. Devine has a B.S. in Physics and a Ph.D. in Mechanical Engineering, both from the University of Texas at Austin. He began his professional career as a Professor of Industrial Engineering at the University of Oklahoma. During his eighteen years at OU much of his research activity was devoted to energy systems and environmental policy research in the Science and Public Policy Program (S&PP). He was appointed Director of S&PP in 1978. From 1987-1995, Devine was the Associate Vice President for Research at FSU. Among many responsibilities, he developed an active and successful technology transfer program that substantially increased patenting and licensing activity. Based on license agreements negotiated by Dr. Devine, FSU's royalties exceeded $370 million.
Col. (Ret.) Michael P. Smith - Principal Investigator
Since November 2007, Mike Smith has served as the founding director of the Florida State University College of Medicine's Clinical Research Network. The network facilitates collaborative community-based clinical research to over 1350 Clerkship Faculty training 480 medical students annually. The goal is to speed the adoption of state-of-the-art research, best practices, and translational science in diagnosing and treating a diverse patient population across all specialties. After retiring from the U.S. Air Force, he has served as Director of Research Programs at Florida State University from October 1997 until April 1999, and then was the founder and executive director of the Florida Center for Prevention Research (FCPR) from April 1999 until November 2007. In this position he led interdisciplinary faculty teams supporting the Executive Office of the Governor and Florida state agencies in reducing substance abuse by youth and young adults. FCPR presently employs 26 full or part-time staff. Among his many accomplishments in the Air Force, he chaired and directed 16-nation committee to develop large-scale command and control information technology system for use by thousands of Allied pilots throughout the North Atlantic Treaty Organization (NATO). He also authored a white paper for the President of the United States recommending linking cooperative oncology groups throughout the nation to facilitate real-time access to clinical drug trial outcomes.
Dr. Scott C. Helzer - Program Manager
In addition to serving as the primary project manager for FL CURED, he is currently the Director of Certification for the MediRITE Choice Counselor Certification Program. He is also active in the Florida Center for Advanced Aerospace Propulsion, where his responsibilities include writing grants, strategic planning / visioning and course developer. Dr. Helzer has an engineering background and a PhD from Texas A&M University, with over 20 years of education and experience in research and demonstration programs that have resulted from academic and government partnerships. His background in statistics and research design has enabled him to work with many large organizations to assess issues facing those organizations. Dr. Helzer also has been active in commercialization of emerging research since coming to Florida in 1999. His experience in managing budgets and staff in a team environment will serve the goals of FL CURED well.
Xan Nowakowski - Program Coordinator
Xan Nowakowski conducts research in support of FL CURED and other FSU Division of Health Affairs initiatives. She previously worked on the NJ Safe Schools Program, an occupational health project based at the University of Medicine and Dentistry of New Jersey (UMDNJ), as a researcher and workshop instructor. Xan has also conducted independent research on pain management in health systems, and assisted with a variety of other research projects through the UMDNJ Office of Public Health Practice. She also served for two years on UMDNJ's Institutional Review Board as a reviewer of new and continuing human subjects research in medicine and public health. Since 2006, Xan has worked as a private consultant in the health care and policy fields. Her other past ventures include policy-related work in the government and nonprofit sectors. She currently holds a BA in Political Science from Columbia University and a MPH from UMDNJ, and will be starting her PhD in medical sociology at Florida State University in Fall 2011.

Thomas A. Bowermeister - Liaison to the Florida Department of Health
Colonel (Ret.) Tommy Bowermeister, has been involved in managing projects for many years. Before joining the Florida Center for Prevention Research (FCPR), he was in the USAF for over 27 years. Since joining FCPR, he has managed several Aerospace projects for the Agency for Workforce Innovation and the FL Department of Education. He has also managed programs for the FL Department of Emergency Management and most recently the Agency for Health Care Administration. This program fulfills the requirement to provide online training and certification to Medicaid Reform Choice Counselors. His role as the liaison between FL CURED and the FL DOH requires him to provide information between the two organizations when required. Tommy has three Master degrees in Education, National Security, and Aerospace Science.
Steven G. Brooks - Assistant Principal Investigator
Steven G. Brooks is the Assistant Principal Investigator for FL CURED in addition to being both the Executive Director and Project Manager for the Florida Center for Prevention Research in the Institute of Science and Public Affairs at Florida State University. During the past twelve years, he managed numerous social and health projects for the Florida Department of Health and Department of Children and Families, Office of Drug Control and the U.S. Department of Education Office of Elementary and Secondary Education. He also currently serves as principal investigator on contracts and grants supporting Agency for Health Care Administration, Department of Juvenile Justice, and North East Florida Education Consortium. Prior to co-founding the Center, Mr. Brooks served as a career officer in the United States Army. He holds an MBA and MS in Instructional Systems Design degrees.
Arianne Barons- Graduate Assistant
Arianne Barons is currently pursuing her MBA at Florida State University. She obtained her BA in Marketing from the University of Georgia in 2005. Arianne has a diverse background in sales, promotions, accounting, and teaching. She taught overseas in South Korea and Oman before moving to Tallahassee in 2009. She has been with FL CURED since May 2011.
Dan Hamm- Graduate Assistant
Daniel Hamm is a graduate assistant with FL Cured who is currently enrolled in Florida State University's Masters of Public Health program. He received his BS in Health and Exercise Sciences from Wake Forest University in Winston-Salem, NC in 2008. While a student at Wake Forest, Daniel completed an independent research project in conjunction with the IDEA Study on the effects of diet and exercise on knee osteoarthritis pain. Daniel's experience in various health care fields, including sports medicine and physical therapy, is what has led him to pursue a career in public health. He is looking forward to gaining new experiences and knowledge in the biomedical research field while working with the Florida Cured team.

Danna Johnson - I.T. Coordinator
Danna Johnson is the I.T. Coordinator and began her employment with FCPR in September 2002. She leads the creative development team in all aspects of web site development including project management, web page and web site design, graphic design, database design and administration, and online survey design and analysis.
Nilubon Tabtimtong - Application Developer/Designer
Nilubon Tabtimtong started her career with FCPR in 2004. Previously she served as a government employee in the Department of Non-Formal Education in Thailand for 15 years. In 2003, she resigned from her career in Thailand and relocated in the United States where her husband resides. In 2003, she enrolled in a Web Design Services Program at the Lively Technical Center. While attending Lively Technical Center, she started her career with the FCPR. She was promoted to an Application Developer/Designer in 2008. Nilubon holds a Master's degree in Non Formal Education from Chulalongkorn University, Thailand.
